State of Odisha’s Startup Ecosystem 2026
A data-led assessment of Odisha’s startup economy: recognised startups, government schemes, incubators, funding, investors, sectors, districts, universities, procurement and exits.

What the data says
Odisha has moved beyond the question of whether it has a startup ecosystem. The more important question in 2026 is whether the ecosystem can convert startup creation into repeatable outcomes: follow-on capital, procurement, scale-ups, exits and distributed innovation beyond Bhubaneswar.
Scale is visible
The official Startup Odisha dashboard records 2,380 applications, 140 seed-funded startups, 21 venture-funded startups, 112 incubatees and 5 lakh sq. ft. of incubation space. Approval time is shown as 40 days.
Capital remains concentrated
Publicly documented company-level funding shows a small group of Odisha-linked startups accounting for a large share of visible private capital. CureBay, Milk Mantra and SpaceFields are among the most clearly documented examples.

Startup Odisha: complete scheme & incentive map
The policy architecture is broader than a simple startup grant. It combines recognition, founder support, product development, incubation subsidies, event support, intellectual-property assistance and capital support for incubators.

The official June 15, 2025 recognised-startup file contains 2,259 records and provides company name, address, sector and district fields. This dataset is the foundation for district and sector analysis in the report.

Funding database: the clearest capital signals
Company-level funding is presented separately from Startup Odisha’s programme metrics. This avoids the common mistake of adding government grants, venture rounds and private funding into one unsupported headline.

Milk Mantra acquisition value reported in 2025
Chennai-based Hatsun Agro acquired Bhubaneswar-based Milk Mantra for approximately ₹233 crore. The transaction is important because startup ecosystems mature not only through new company creation and funding, but also through exits that recycle capital, talent and founder experience.

Historical government support benchmark
In a 2023 interview, Startup Odisha’s then CEO Dr Omkar Rai said the ecosystem had about 1,700 registered startups and that more than 400 startups had received grants totalling nearly ₹30 crore. He also said 27 incubators had been recognised and approximately ₹400 crore in external investment had been attracted at that time. These figures are useful as a historical benchmark, not as the current 2026 position.

Women-led entrepreneurship
Policy target: 33%
Startup Odisha’s policy architecture includes a 33% target for women founders/co-founders and enhanced monthly support for eligible priority founder categories. The report deliberately does not publish a fabricated “current women-led startup percentage” until the recognised-startup dataset can be reliably classified and audited.

District analysis: the next layer of the database
The official recognised-startup list contains district fields for 2,259 records. That makes district concentration measurable. The publication version should calculate the district table directly from the source file rather than copy secondary estimates.
Primary cluster
Khordha / Bhubaneswar is the clear institutional centre of the ecosystem, reflected by the concentration of O-Hub, KIIT-TBI, IIT Bhubaneswar REP, STPI, CTTC, IMI, AIC-Nalanda and multiple university incubators.
Emerging regional nodes
Rourkela, Sambalpur/Burla, Cuttack, Berhampur/Gunupur and other districts have specialist institutions, creating the basis for a more distributed startup economy.

Odisha vs other Indian startup states
A meaningful state comparison requires a common denominator. Startup counts alone are misleading because recognition definitions, reporting dates and funding coverage differ. For this reason, this report does not manufacture a league table from incompatible datasets.

Odisha does not need to prove that it can create startups. The next test is whether its ecosystem can systematically produce companies that raise follow-on capital, win institutional customers, scale outside the state and eventually create exits.
From startup formation to startup outcomes. The next generation of Odisha ecosystem policy should measure capital raised after seed, revenue growth, government procurement value, exports, jobs, follow-on rounds, successful incubator graduations and exits — not only registrations and applications.
